EU EED 2023/1791 & Delegated Regulation 2024/1364 — data centre reporting

The recast EU Energy Efficiency Directive (2023/1791) and the related Delegated Regulation (EU) 2024/1364 introduced mandatory reporting of power usage effectiveness (PUE), waste-heat recovery potential, and water usage for data centres with an installed IT power demand of 500 kW or more operating in the EU.

When it takes effect

The first report was due in September 2024. Subsequent reports are due annually, each May, covering the preceding calendar year.

Who it affects

Data centre owners and operators in the EU at or above the 500 kW IT power threshold, including colocation providers reporting on behalf of tenants where applicable.

What evidence satisfies it

A facility thermal model capable of producing PUE under representative load and ambient conditions, and identifying recoverable waste heat streams (temperature, flow rate, availability) to support the waste-heat section of the report.
